Yes. If the URLs on your website contain information about the language in which the page is displayed, using Display form rules you can limit the appearance of the subscription form only to selected people.
Example:
The Inpost website can be displayed in English. Then the website URL is https://inpost.pl/en
Using Display form rules, you can decide whether you want the subscription form to be visible on this language version of the page or not.
